Town of Rancho Viejo Welcomes Velma “Patty” Flores as New Town Administrator
RANCHO VIEJO, TX – The Town of Rancho Viejo is pleased to announce the appointment of Velma “Patty” Flores as the new Town Administrator, effective January 7, 2026.
Following an extensive search, the Board of Aldermen unanimously selected Ms. Flores from a highly competitive pool of over 150 applicants. The comprehensive hiring process included multiple rounds of interviews conducted by a dedicated hiring committee.
“We are thrilled to welcome Patty to the Town of Rancho Viejo,” said Tod Day, Mayor of Rancho Viejo. “Her extensive public sector leadership experience, combined with her Master’s degree in Public Administration, makes her exceptionally qualified to lead our town into the future. The Board is confident she will serve our community with integrity and excellence.”
Qualifications and Experience
Ms. Flores brings over 20 years of public sector leadership experience to Rancho Viejo. She holds a Master of Science in Public Administration, the professional credential specifically designed for municipal government leadership.
Most recently, she served as Regional Director for UMOS Head Start, where she successfully managed operations across 18 centers in the Rio Grande Valley region, overseeing a team of more than 525 employees and managing complex budgets and federal compliance requirements.
Her experience includes:
– Strategic planning and organizational leadership
– Comprehensive budget development and fiscal management
– Multi-site operations and team management
– Federal grant administration and compliance
– Community engagement and stakeholder relations
– Crisis management and change leadership
A bilingual (Spanish/English) resident of the Rio Grande Valley, Ms. Flores is committed to transparent leadership and collaborative problem-solving.
About the Town Administrator Role
The Town Administrator serves as the chief executive officer for the Town of Rancho Viejo, responsible for implementing policies set by the Mayor and Board of Aldermen, managing daily municipal operations, and providing professional leadership across all town departments.
Community Welcome
Residents will have the opportunity to meet Ms. Flores at upcoming town events and Board meetings. Her first Board of Aldermen meeting will be Tuesday, January 13, 2026, at 6:00pm at Town Hall.
