OCTOBER 9, 2007

A Regular Meeting of the Board of Aldermen of the Town of Rancho Viejo, Texas was held on October 9, 2007, at the Town Municipal Office,
3301 Carmen Avenue, Rancho Viejo, Texas, the same being open to the public. The meeting was called to order by Mayor Craig B. Flood at 6:00
P.M. Roll call was made by Cheryl J. Kretz, Town Secretary. Aldermen present at the meeting were:

Mr. William Dorsett
Mrs. Maria Garza
Mr. Gene Hufford
Mrs. Carla Lootens
Mr. Miguel Salinas

A quorum was present for the meeting.

Mr. Daniel Rentfro, legal counsel, was present at the meeting.

Those present at the meeting were:

INVOCATION AND PLEDGE:

Alderman Lootens led the group in the invocation and pledge of allegiance to the American flag and the Texas flag.

RESIDENTS’ FORUM:

Alderman Dorsett asked the Board to reconsider the action on removing the palm trees on Cortez.

APPROVAL OF MINUTES:

Motion was made by Alderman Hufford, seconded by Alderman Salinas, and unanimously carried, to approve the Minutes of the Regular Meeting held on September 11, 2007 as written.

CONSIDERATION/APPROVAL OF SECTION 11 ENGINEERING FOR ROAD CONSTRUCTION AND APPRAISAL OF LOTS ON THE CONDITION THAT 75% OF THE COST OF THE
PROJECT IS AGREED TO BE PAID UP FRONT FOR CONSTRUCTION COSTS OF ROAD CONSTRUCTION, ENGINEERING AND APPRAISAL WITH 90% BASIS FOR CONSTRUCTION
OF THE ROAD, ELECTRICAL, STREET LIGHTS, AND SIGNS AND 100% OF ENGINEERING AND APPRAISAL IF WE DON’T CONTINUE WITH PROJECT, OTHERWISE THESE
WILL BE 90% ALSO. THE ROAD CONSTRUCTION INCLUDES CONCRETE SHOULDER OR CURB AND DRAINAGE AS ENGINEERED BY VMUD#2:
Motion was made by Alderman Garza, seconded by Alderman Dorsett, and unanimously carried, to approve engineering for road construction and appraisal of lots in Section 11 on the condition that 75% of the cost of the project is agreed to be paid up front for construction costs of road construction, engineering and appraisal with 90% basis for construction of the road, electrical, street lights, and signs and 100% of engineering and appraisal if we don’t continue with project, otherwise these will be 90% also. The road construction includes concrete shoulder or curb and drainage as engineered by VMUD#2:

REVIEW OF BIDS FOR ROAD REHABILITATION PROJECT
(CORTEZ - RAILROAD TRACKS TO PIMA AND RANCHO VIEJO DRIVE FROM ALVARADO TO ZAPATA/BALBOA) AND AWARD OF CONTRACT:

Mayor Flood reviewed the bids received, and after discussion on the removal of the palm trees, motion was made by Alderman Hufford, seconded by Alderman Salinas, to award the contract for the Cortez and Rancho Viejo Drive Pavement Improvement Project to G&T Paving in the amount of $143,359.00 for the project as bid with removal of the palm trees. This motion carried with the following vote:

NAYS: Alderman Dorsett

CONSIDERATION/ACTION ON RESOLUTION FOR NOMINATION
OF REPRESENTATIVE FOR CAMERON APPRAISAL DISTRICT
BOARD OF DIRECTORS - POSITION NINE:

Motion was made by Alderman Salinas, seconded by Alderman Lootens, and unanimously carried, not to nominate anyone for the representative for Cameron Appraisal District Board of Directors- Position Nine.

CONSIDERATION/ACTION ON PURCHASE OF POLICE VEHICLE:

Motion was made by Alderman Dorsett, seconded by Alderman Garza, and unanimously carried, to approve the purchase of a 2008 Dodge Charger Police Package in the amount of $21,200.00

CONSIDERATION/APPROVAL OF ORDINANCE FOR CODIFICATION OF
THE ORDINANCES OF THE TOWN OF RANCHO VIEJO:
No action was taken on this item.

UPDATE ON MEET THE POLICE DEPARTMENT EVENT:

Mayor Flood reminded everyone about the MEET THE POLICE DEPARTMENT event scheduled for October 16, 2007 at 6:30 P.M. at the Town Hall.

Mayor Flood noted that the Pizarro concrete shoulder project was nearly complete.

Alderman Dorsett announced the formation of a Green Committee with the following members: Robert Burkhart, Reynaldo Cantu, Ethyl Cantu, Diane Isbell, and Miguel Ortiz. The Mission Statement of the committee was to assist in keeping the Town in compliance with all Federal and State laws and promote the environmental well being of Rancho Viejo and its residents. The Scope was: To accomplish our mission by establishing an “Environmental Management System.”

Motion was made by Alderman Hufford, seconded by Alderman Lootens, and unanimously carried, that the meeting be adjourned at 6:39 P.M.
